Belbaşı Nuclear Test Monitoring Center
He graduated from Istanbul Cagaloglu Anatolian High School in 1992. During the academic year 1992-1993, he studied in Belgium as part of the AFS Intercultural Student Exchange Program. After graduating with honors from the Department of Geophysical Engineering at Istanbul Technical University (ITU) in 1997, he worked as a field geophysicist and seismic analyst on oil exploration and seismic research vessels at WesternGeco (Western Geophysical) from October 1997 to January 2001. From 2001 to 2008, he served as a seismic, hydroacoustic, and infrasonic analyst under the United Nations - Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) in Vienna, Austria.
Returning to Turkey in 2008, he started working at Bogazici University (BU)/Kandilli Observatory and Earthquake Research Institute (KOERI). Simultaneously, he pursued academic research and obtained his doctoral degree from the Department of Geophysics at BU/KOERI with a thesis titled "Tsunami Hazard in Turkey and Surroundings" in 2014. From 2015 to 2021, he served as the Director of the Belbasi Nuclear Tests Monitoring Center (BNTMC) at BU/ KOERI. Between 2011 and 2023, he worked as the Task Leader on behalf of countries party to the CTBTO in the Working Group B meetings, the most significant technical working body of the CTBTO. He led sessions and negotiations, including technical and diplomatic delegations, addressing disputed issues among signing countries.
In addition to these activities, between 2009 and 2021, within BU/KOERI, he played a crucial role in the establishment of a National Tsunami Early Warning Center (Regional Earthquake-Tsunami Monitoring Center-RETMC) covering the Eastern Mediterranean, Aegean, Marmara, and Black Sea under the framework of the UNESCO-Intergovernmental Oceanographic Commission (UNESCO/IOC) North-Eastern Atlantic, Mediterranean, and Connected Seas Tsunami Early Warning and Mitigation System (ICG/NEANTWS). He undertook critical national/international duties and responsibilities in the accreditation of the center by ICG/NEAMTWS in 2016, actively participating in tsunami awareness, preparedness, and risk reduction efforts in our country at all levels.
Within KOERI, he assumed various roles such as researcher, work package leader, and project coordinator assistant in numerous international projects. From December 2021 to August 2023, Dr. Necmioglu worked as a Scientific Project Officer in the Disaster Risk Management Department at the European Commission Joint Research Centre (EC-JRC) in Ispra, Italy, focusing on the Global Disaster Alert and Coordination System (GDACS) and the European Crisis Management Laboratory (ECML). Since September 2023, he has been working as the Technical Secretary for Tsunami Resilience in the Pacific and Caribbean Regions at the UNESCO/IOC in Paris, France.
